Established in 2010, DOT Rwanda is a registered branch of DOT. As a youth-serving and locally-staffed organization, DOT Rwanda has long-standing operations and networks of local and international partners across Government, higher educational institutions, foundations, civil society, and the private sector that extend across diverse urban and rural communities. For 14 years, DOT Rwanda has nurtured the 21st-century skills, digital literacy, and entrepreneurial mindset of young women and men, including those in marginalized communities. This has led to the creation of a powerful ripple effect, impacting over 120,000 people, expanding their enterprises, spurring employment, and cultivating community leaders.
DOT Rwanda, in partnership with the Mastercard Foundation, is leading a consortium to implement the four-year “Digital Skills for Employability” (DSE) program. This program is implemented by a consortium led by DOT Rwanda and consisting of four youth-serving organizations (KLAB, Igire Rwanda Organization (IRO), CLA-Intango TSS, and SOLVIT Africa), will support more than ten thousand young Rwandans, with a special focus on young women, youth with disabilities (PWD), refugees, and rural youth, by providing them with the digital and entrepreneurial skills needed to secure dignified and fulfilling livelihood in the digital economy.
The Opportunity:
The Senior Finance Officer (SFO) will support the effective financial management of DOT Rwanda, with a key focus on compliance, financial planning and analysis, internal controls, and budget monitoring under the DSE program. The SFO will supervise and mentor the Finance Officer and work under the direction of the Finance Controller.
This role requires a dedicated and experienced professional with a strong financial management background.
Key Responsibilities:
- Oversee and support the Finance Officer in their daily tasks, providing guidance and mentorship to ensure accurate and timely execution of financial processes.
- Ensure all financial transactions are properly authorized, recorded, supported by adequate documentation, and accurately coded in the accounting system. Maintain organized financial records to facilitate efficient retrieval for financial statement preparation and audits.
- Review and verify the accuracy of budget line allocations and account coding for all transactions, ensuring appropriate supporting documentation is obtained for all payments.
- Manage staff timesheets, ensuring timely submission and accurate record-keeping.
- Oversee staff leave tracking and maintain an updated leave calendar.
- Prepare monthly bank and balance sheet reconciliations, and contribute to the annual preparation of DOT Rwanda’s financial statements.
- Support the Finance Controller in reviewing partner financial reports and documentation for compliance with DOT and donor requirements.
- Ensure the accuracy and completeness of partner financial reports before uploading them into DOT’s financial management system.
- Collaborate with the Finance Controller to implement and maintain audit recommendations.
- Process staff payroll and stipends, ensuring accurate calculations and adherence to budget allocations.
- Ensure timely and accurate filing and remittance of all statutory deductions (PAYE, NSSF, maternity leave, withholding tax, CBHI, and CIT), complying with Rwandan tax regulations.
- Maintain an updated inventory of company assets, tracking depreciation, preparing PPE reports, and maintaining the fixed asset register.
- Assist the Finance Controller in preparing financial and audit files, ensuring a clean audit trail.
- Support external audit missions from DOT Global and partners, providing relevant program-specific information and documentation.
Qualifications:
- A resident of Rwanda, legally eligible to work in the country.
- A university degree in Accounting, Finance, or any related field.
- Accounting Professional Qualification (ACCA/ CPA) is an added value.
- Minimum of 7 years of experience working in Financial Management Practices, including at least 3 years of direct experience in external auditing, preferably with INGOs.
- Strong knowledge of Rwandan tax laws and NGO compliance frameworks.
- Experience using accounting software (e.g., QuickBooks, SAGE, etc.)
- Strong analytical and organizational skills.
- Excellent communication skills and ability to work collaboratively in a team.
- Proven ability to work effectively with diverse stakeholders.
- Excellent communication, interpersonal, and facilitation skills.
- Fluency in Kinyarwanda and English, both written and spoken.
- An ability to prioritize work and meet conflicting deadlines, and excellent time management skills.
