Established in 2010, DOT Rwanda is a registered branch of DOT. As a youth-serving and locally-staffed organization, DOT Rwanda has long-standing operations and networks of local and international partners across Government, higher educational institutions, foundations, civil society, and the private sector that extend across diverse urban and rural communities. For 14 years, DOT Rwanda has nurtured the 21st-century skills, digital literacy, and entrepreneurial mindset of young women and men, including those in marginalized communities. This has led to the creation of a powerful ripple effect, impacting over 120,000 people, expanding their enterprises, spurring employment, and cultivating community leaders.
DOT Rwanda, in partnership with the Mastercard Foundation, is leading a consortium to implement the four-year “Digital Skills for Employability” (DSE) program. This program is implemented by a consortium led by DOT Rwanda and consisting of four youth-serving organizations (KLAB, Igire Rwanda Organization (IRO), CLA-Intango TSS, and SOLVIT Africa), will support more than ten thousand young Rwandans, with a special focus on young women, youth with disabilities (PWD), refugees, and rural youth, by providing them with the digital and entrepreneurial skills needed to secure dignified and fulfilling livelihood in the digital economy.
The Opportunity:
The Disability Inclusion Lead will play a vital role in ensuring that the DSE program is inclusive and accessible for youth with disabilities, enabling their full participation and contributing to their meaningful engagement in the digital economy.
This role requires a dedicated and experienced professional with a strong background in disability rights, advocacy, and program management.
Key Responsibilities:
- Lead the development and implementation of a comprehensive Disability Inclusion Strategy for the DSE program, outlining specific goals, objectives, activities, and monitoring indicators.
- Lead the development and implementation of policies and procedures to enhance accessibility and inclusion across the DSE program, ensuring compliance with national and international disability rights standards.
- Build and maintain strong relationships with Organizations of Persons with Disabilities (OPDs) in Rwanda, engaging them as key partners and leveraging their expertise.
- Lead training and capacity building for consortium partners and program staff on disability inclusion, accessibility best practices, and disability-sensitive communication.
- Champion disability inclusion throughout the DSE program, working across all departments and partner organizations to embed inclusive practices in all aspects of program design, implementation, monitoring, and evaluation.
- Coordinate and oversee accessibility audits of training facilities, learning materials, and communication channels, identifying barriers and recommending solutions to ensure an inclusive and accessible environment for all participants.
- Lead the procurement and support of the effective use of assistive technologies within the DSE program to enhance access and participation for youth with disabilities.
- Work with the M&E team to ensure the collection and analysis of data on the participation and outcomes of youth with disabilities in the program, identifying successes and areas for improvement.
- Provide input and insights on disability inclusion to program reports, highlighting achievements, challenges, and recommendations for future programming.
- Promote a culture of respect, understanding, and inclusion within the DSE program team and across partner organizations, advocating for the rights and needs of people with disabilities.
Qualifications:
- Resident of Rwanda, legally eligible to work in the country.
- A university degree in a relevant field (e.g., Social Work, Disability Studies, Human Rights, Education, Development Studies).
- Minimum of 3 years of experience working in disability inclusion, accessibility, or a related field.
- Experience in developing and implementing inclusion strategies.
- Familiarity with Rwandan laws and policies related to disability rights.
- Deep understanding of the barriers and challenges faced by youth with disabilities in accessing education, employment, and technology.
- Knowledge and experience in accessibility best practices, assistive technologies, and disability-sensitive communication.
- Experience in program coordination, training, or capacity building.
- Proven ability to work effectively with diverse stakeholders.
- Excellent communication, interpersonal, and facilitation skills.
- Fluency in Kinyarwanda and English, both written and spoken.
- An ability to prioritize work and meet conflicting deadlines and excellent time management skills.
