For 14 years, DOT Rwanda has nurtured the 21st-century skills, digital literacy, and entrepreneurial mindset of young women and men, including those in marginalized communities. This has led to the creation of a powerful ripple effect, impacting over 120,000 people, expanding their enterprises, spurring employment, and cultivating community leaders.

In an upcoming, youth-focused project, DOT Rwanda is leading a consortium with 4 youth-serving organizations to build the digital skills of Rwandan youth for their inclusion in the digital economy.

The Opportunity

DOT Rwanda seeks a highly skilled and experienced individual to serve as the M&E Manager for the upcoming project. This position is crucial for ensuring the project has a robust and effective monitoring, evaluation, and learning (MEL) system in place, enabling the consortium to track progress, measure impact, and adapt strategies for continuous improvement.

The primary responsibility of this role is to support the implementation of project-level measurement strategies, performance management metrics and plans, and monitoring and evaluation processes. The M&E Manager will engage directly with consortium partners to support M&E capacity building and the implementation of M&E processes, in alignment with the project M&E strategy. 

Key Responsibilities:

  • Lead the development of a comprehensive MEL framework for the project, aligned with the project’s Theory of Change, results framework, and indicator set.
  • Collaborate with consortium partners to operationalize the MEL framework, ensuring that data collection tools, processes, and reporting systems are standardized and harmonized across partners.
  • Regularly review and refine the MEL framework based on project learnings, emerging needs, and best practices in the field.
  • Develop data management protocols and systems to ensure data security, integrity, and accessibility.
  • Support outcomes reporting processes by coordinating outcomes reports, reviewing content, providing technical support, and analyzing data, for the consortium
  • Prepare regular reports on project progress and impact using clear and compelling data visualizations.
  • Facilitate learning and knowledge sharing within the consortium and among project stakeholders, using data and evaluation findings to inform decision-making and program adaptation.
  • Engage regularly in Monitoring and Evaluation Network discussions on measurement challenges, solutions, and opportunities
  • Collaborates on and conducts M&E training and capacity development in identified areas as needed. 
  • Lead project evaluations in collaboration with consortium partner M&E staff, ensuring collaborative, participatory processes, rigorous design and data collection techniques, and comprehensive analysis.
  • Develop qualitative case studies on project themes and impact

Qualifications:

  • Master’s degree in Social Sciences such as M&E  Sociology, Public Policy, Political Science, or a related field. Candidates with an undergraduate degree and equivalent work experience will also be considered.
  • At least 7 years of proven experience in M&E, in large-scale, country-wide programs that include a significant technical assistance and coordination component.
  • Strong knowledge and experience in quantitative data analysis, including experience using statistical tools such as advanced Excel, SPSS, Stata, R programming, or Python.
  • Strong knowledge and experience in qualitative data analysis, including experience in narrative coding and thematic analysis or other relevant methodologies.
  • Experience with survey design and/or the use of mobile data collection tools such as Kobo Toolbox or SurveyCTO. Knowledge of participatory research methods.
  • Experience with tools to aggregate data and automate data analysis.
  • Advanced knowledge of M&E best practices, including experience utilizing Results Based Management and designing Performance Management Frameworks.
  • Experience producing research and evaluation reports using data visualization to highlight the report findings.
  • A high degree of digital literacy with strong competencies in Microsoft Office suite.
  • Experience working in a sector related to youth empowerment, youth leadership, and social innovation or entrepreneurship.
  • Passion for using data and evidence to drive program improvement and impact.
  • Strong attention to detail and commitment to data quality, as well as familiarity with data protection and privacy policies including Rwanda’s law on the protection of personal data and privacy (DPP Law) and GDPR 
  • Excellent communication and interpersonal skills, with the ability to explain complex data and findings in a clear and concise manner.
  • Collaborative and team-oriented, with the ability to work effectively with diverse stakeholders.
  • Proactive and solution-oriented, able to adapt MEL approaches to meet evolving project needs.
  • Fluency in written and spoken English and Kinyarwanda
